National Competent Authorities
The Ministry of Foreign Affairs is the national competent authority for sanctions in Norway. In July 2023, the Ministry announced that it was establishing a new subsidiary agency for export controls and sanctions. The aim is for the new agency to be created in 2024.

Licensing
Designated persons (or their representatives) may submit an application to the Ministry of Foreign Affairs (sanctionsjoner@mfa.no) to use frozen assets.
Applications for and inquiries about sanctions and export licences may be submitted using the Ministry of Foreign Affairs’ E-license portal.
Applications for permission for port calls or road transport must be sent to sanctionsjoner@mfa.no.

Reporting
Individuals and entities must notify the Ministry of Foreign Affairs (sanksjoner@mfa.no) using this form when they have frozen assets belonging to designated persons.
Under the Ukraine regulation, individuals and entities must also report on information about money and assets in Norway that are owned or controlled by designated persons but have not yet been frozen (e.g. the assets have been hidden or attempted to be hidden). This reporting obligation does not only cover new information. Individuals and entities who have information that a designated person owns or controls money or assets in Norway have a duty to report this to the Ministry of Foreign Affairs.

De-listing
Section 6 of the Sanctions Act provides a right to request the revocation of a sanctions listing for Norwegian citizens and residents, companies registered in Norway, individuals listed on the initiative of Norway, or individuals who are subject to a real interference with their rights as a result of Norway’s implementation of sanctions. The Ministry of Foreign Affairs will assess whether the listing is well-founded in light of any comments and evidence from the designated person.
