Sanctions regime

Overview

UN Sanctions

In response to the April 2012 military coup d’état and increasing instability and violence in the country, on 18 May 2012 the UN established the UN Guinea-Bissau Sanctions Committee and imposed travel bans on the military junta in Guinea-Bissau via UN Resolution 2048 (2012).  Currently, UN sanctions consist solely of travel bans.

EU Sanctions

In response to the same coup, on 3 May 2012, the EU established an autonomous Guinea-Bissau sanctions regime prior to the UN regime through Council Regulation (EU) No 377/2012 and Council Decision 2012/285/CFSP.  The EU sanctions also targeted others who sought to undermine the rule of law, and constitute travel bans and asset freezes.

On 4 August 2023, the EU introduced a humanitarian exception to the Guinea-Bissau regime via Council Regulation (EU) 2023/1593 and Council Decision (CFSP) 2023/1598.

UK Sanctions

The UK adopted the Republic of Guinea-Bissau (Sanctions) (EU Exit) Regulations 2019 to implement the UN regime, and to transpose into domestic law the same asset freezing measures provided for in the EU regulations.

US Sanctions

OFAC does not have a Guinea-Bissau sanctions regime, however travel bans are enforced by the US Department of State.
