Overview
UN Sanctions
The UN created the South Sudan Sanctions Committee in 2015 in response to fighting between the Government of South Sudan and the opposition Sudan People’s Liberation Movement, and imposed a travel ban and assets freeze on individuals and entities complicit in actions or policies that threaten the peace, security, or stability of South Sudan by UN Resolution 2206 (2015).
Following violations of the 2015 Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS), 2017 Agreement on Cessation of Hostilities, Protection of Civilians and Humanitarian Access (ACOH), and the 2018 Khartoum Declaration. the UN imposed an arms embargo on of South Sudan in July 2018 by UN Resolution 2428 (2018). Currently, the South Sudan sanctions regime consists of a travel ban, assets freeze, and arms embargo.
EU Sanctions
In 2014 the EU imposed sanctions in response to the conflict between the Government and opposition forces. Those EU & UN sanctions are implemented in Council Decision (CFSP) 2015/740 and Council Regulation (EU) 2015/735.
UK Sanctions
The South Sudan (Sanctions) (EU Exit) Regulations 2019 enforce UN sanctions in the UK and provide for UK autonomous sanctions.
US Sanctions
The US imposed sanctions in response to the conflict between the Government and opposition forces under EO 13664 in 2014. Current US sanctions impose asset freezes on individuals and entities deemed to be responsible for threatening the peace and security of South Sudan.
