Sanctions regime

Overview

UN Sanctions

In response to growing gang violence and disorder, the UN established the UN Haiti Sanctions Committee and imposed sanctions on Haiti consisting of an arms embargo, assets freeze, and travel ban via Resolution 2653 (2022).

EU Sanctions

The EU implemented the UN sanctions in 2022 via Council Regulation (EU) 2022/2309 and Council Decision (CFSP) 2022/2319.  In July 2023, the EU created an autonomous sanctions framework which complements the UN sanctions through Council Regulation (EU) 2023/1569 and Council Decision (CFSP) 2023/1574.

UK Sanctions

The UK implemented UN sanctions in 2022 via the Haiti (Sanctions) Regulations 2022.

US Sanctions

The US does not have a distinct Haiti sanctions regime, but it has designated Haitian individuals for corruption pursuant to its Global Magnitsky sanctions regime, EO 13818 and imposed visa restrictions.
