US general license authorises supply of Russian diesel until 7 April 2027

pudiq/Shutterstock.comThe US has issued Russia-related general license 135 to authorise all transactions related to the sale, delivery, offloading or importation of Russian-origin diesel fuel that would otherwise be prohibited by the Russian Harmful Foreign Activities Sanctions Regulations (31 CFR part 587) and the Ukraine/Russia-Related Sanctions Regulations (31 CFR part 589). The GL does not authorise payment to be made from accounts US accounts held by the Russian Central Bank, National Wealth Fund or Ministry of Finance. It came into effect on 9 October 2026 and expires on 7 April 2027.
