Russia renews agriculture counter sanctions until December 2028

Russia has renewed its counter sanctions on the import of certain agricultural products, raw materials and food into Russia, under Decree No.665 (September 17, 2026). The sanctions were due to expire on 31 December 2026 and are now in effect until 31 December 2028.

The sanctions prohibit the import of listed goods from certain countries that imposed sanctions on Russia - the designated goods and countries are listed by the Cabinet of Ministers. The original list was established in 2014 by Decree No. 560 (August 6, 2014), and has been periodically renewed since then (see our Russia Legislation page for all sanctions-related presidential decrees and for this regime).
