European Commission consultation on dual use regulation: 15 October 2026 call for evidence deadline

symbiot/Shutterstock.comThe European Commission is consulting on the EU dual-use regulation, Regulation (EU) 2021/821.
The regulation governs the export, transit, brokering and transfer of dual-use items, including goods, software and technology that may have both civilian and military applications. It also includes controls aimed at preventing the proliferation of weapons of mass destruction and restricting the export of certain cyber-surveillance technologies that could be used for human rights abuses.
The consultation forms part of the European Commission’s mandatory evaluation of the regulation, which entered into force in 2021 and significantly updated the EU’s export control framework. The review will assess whether the regulation is meeting its objectives, including maintaining international peace and security, protecting human rights, supporting legitimate trade, improving transparency and reporting, and reducing administrative burdens for exporters.
The Commission is inviting views from businesses, trade associations, public authorities, researchers, academic institutions, civil society organisations and members of the public. Stakeholders can contribute through the open public consultation and call for evidence, while targeted surveys are available for businesses and research organisations.
The consultation closes on 15 October 2026. Feedback received will inform the Commission’s evaluation report.
