Russia lifts Type C deposit restrictions for foreign nationals and firms’ Russian branches

Oleg Elkov/Shutterstock.comPresident Putin signed Decree No. 550/2026, removing certain bank deposits from Russia’s counter-sanctions “Type C” account regime. Type C accounts are part of Russia’s response to sanctions imposed over the war in Ukraine. Decree No. 95/2022 set a procedure for meeting obligations to creditors from “unfriendly” countries under which Russian debtors pay roubles into restricted “Type C” accounts rather than paying creditors directly. Access needs approval from a Russian government commission. In practice, this trapped dividends, bond payments and loan repayments owed to foreign businesses and investors.
Decree No. 377/2026 extended the procedure to bank deposits in June 2026. This effectively froze deposits held by foreign nationals from unfriendly countries.
Decree No. 550 now removes two groups from the deposit procedure:
- People who are foreign creditors, and
- Branches, representative offices and other units of foreign companies registered in Russia.
These depositors can again manage their funds freely. They can also withdraw the rouble amounts that banks credited to Type C accounts between 1 June 2026 and 4 August 2026.
