The US has listed 9 entities and 2 people for providing the Cuban regime with illicit funds under its EO 14404 Cuba sanctions regime. They include:

  • Entities operating in the Cuban energy sector, entities related to US-sanctioned Grupo De Administración Empresarial S.A. that are said to help it evade sanctions.
  • Entities/ people supporting “medical missions” which are an important source of foreign currency for the Cuban economy.
  • CEIBA Investments Limited (CEIBA) for operating in the financial services sector of the Cuban economy.
  • Centro de Investigaciones del Petroleo SA the research and development arm of the designated Union Cuba-Petroleo, for being engaged in petroleum exploration and future energy research.
  • Jose Angel Portal Miranda, for being or having been a leader or member of the board of directors of the Government of Cuba and for overseeing entities involved in Cuba’s medical missions overseas as the Cuban Minister of Public Health.
  • Terminal de Contenedores de Mariel SA for being owned or controlled by/ having acted for or on behalf of GAESA.

The US has also issued Cuba General Licenses 2,3, and 4:

GL 2 and 3 authorise the wind down of transactions involving CEIBA and transactions related to debt or equity held by CEIBA/ derivative contracts involving it. The licenses expire on 22 August 2026, and require payments made under them to be made into a blocked interest-bearing account in the US.

GL 4 authorises transactions necessary for the conduct of third-country diplomatic and consular missions in Cuba, including personal expenditures of family members related to the missions’ employees, grantees and contractors.
