EU publishes compilation of national dual-use control lists

symbiot/Shutterstock.comThe European Commission has published a compilation of national control lists under Article 9(4) of Regulation (EU) 2021/821, the EU dual-use regulation. Member States notify these national lists to the Commission and other Member States under Article 9 of the regulation, and the Commission then publishes them in the Official Journal.
The compilation lets other Member States impose their own authorisation requirements on exports of items covered by another Member State's national list, under Article 10(1) of the regulation. Unless the entries state otherwise, the national lists apply to exports to all destinations outside the EU customs territory, and the general notes, technology and software notes, and definitions in Annex I of the regulation apply to them as well.
Spain, the Netherlands, and Finland contributed to this compilation.
- Spain's list covers several categories. These include additive manufacturing equipment for energetic materials, ammonium nitrate and related "energetic materials," semiconductor manufacturing and inspection equipment, quantum computers, and surveillance and interception systems.
- The Netherlands' list focuses on semiconductor equipment. This includes lithography, deposition, etching, and metrology equipment, along with related software and technology.
- Finland's list covers high-performance integrated circuits, such as GPUs and TPUs, and related computers and technology.
