US renews general license for Lukoil International sale until 25 July 2026

pudiq/Shutterstock.comThe US has issued General License 131G, to allow transactions related to the negotiations of contracts for the sale or transfer of Lukoil International GmbH (LIG) to continue until 25 July 2026.
The US sanctioned Lukoil in October 2025 and issued GL 131 to authorise transactions related to the sale of its subsidiary LIG. GL 131 has now been renewed for the 7th time, until 25 July 2026. The licence was last renewed on 1 June 2026.
This GL:
- Continues to authorise all transactions that are ordinarily incident and necessary to the negotiation of and entry into contracts with Lukoil for the sale, disposition, or transfer of LIG, if the performance of the contract is made expressly contingent on the receipt of separate authorisation from OFAC,
- These transactions would otherwise be prohibited by EO 14024. The GL cannot be used to transfer funds to any person or account located in Russia,
- GL 131G replaces and supersedes GL 131F, which was due to expire on 27 June 2026.
FAQs 1224 and 1225, which provide further information on the sale of LIG, have been updated to reflect GL 131G. Per FAQ 1224, the GL may be revoked at any time if Lukoil or LIG do not appear to be negotiating in good faith. All US GLs are on our US Licensing pages.
