Germany’s Central Office for Sanctions Enforcement (Zentralstelle für Sanktionsdurchsetzung – ZfS) has published its annual 2025 statistics report. The office was established in 2023 as a Directorate XI of the General Customs Directorate, to enforce financial sanctions against people and entities listed in EU legal acts.

The main points are:

  • The Office received 224 anonymous tips related to financial sanctions enforcement or violations through the tip intake unit. The number of tips tripled from 2024.
  • Of these tips, 31 triggered administrative asset investigation proceedings, 145 were referred to other authorities, and 1 was referred to prosecution authorities.
  • The Office received 20 reports on funds or economic resources in Germany controlled by listed persons, of which 8 triggered investigative proceedings.
  • The Office initiated 183 investigative proceedings, concluded 195 proceedings, and continues to investigate 189 open proceedings.
  • The Office conducted 8 asset seizures under s3(1) and (2) of the German Sanctions Enforcement Act (SanktDG).
  • The Office worked closely with foreign partners. It received 7, and sent 15, international mutual assistance requests.
