US adds IRGC officials and companies in Hong Kong, UAE and Oman to Iran sanctions listdaneilo/Shutterstock.com

The US has added 3 people and 9 entities to its Iran sanctions list for enabling the IRGC's sale and shipment of Iranian oil to China – press release. All designations are made under EO 13224. See our US-Iran pages for more information.

The 3 people are officials of the IRGC's Shahid Purja'fari Oil Headquarters:

  • Ahmad Mohammadi Zadeh, its chief; Samad Fathi Salami, its finance chief; and Mohammadreza Ashrafi Ghehi, its commercial chief. All three coordinated payments through previously sanctioned cover company Golden Globe.

The 9 entities are cover and shell companies facilitating IRGC oil sales across multiple jurisdictions:

  • Hong Kong Blue Ocean Limited and Hong Kong Sanmu Limited, which arranged multiple IRGC oil shipments worth tens of millions of dollars each in 2025, carried by sanctioned tankers.
  • Ocean Allianz Shipping LLC (Dubai), Atic Energy FZE (Sharjah), and Zeus Logistics Group (Oman), which facilitated further IRGC oil shipments on sanctioned shadow fleet vessels.
  • Jiandi HK Limited, Max Honor International Trade Co. Limited, and Blanca Goods Wholesaler LLC, which purchased or arranged Iranian oil deals with the IRGC.
