UN Panel of Experts presents annual Libya sanctions report

Alexandros Michailidis/Shutterstock.comThe UN's Panel of Experts on Libya has presented its annual report to the UN Security Council. The Panel was established under UN Security Council resolution 1973 (2011) to monitor compliance with the Libya sanctions regime, which includes an arms embargo, asset freeze and travel ban. The report covers the period from October 2024 to February 2026.
The Panel found that the arms embargo was continuously breached. Among Member States, Belarus, Egypt, Italy, Pakistan and Türkiye were found in breach. 3 people were identified as personally responsible for arms embargo violations: Ahmed Alushibe, Amro Salem Ismael Ibrahim and Omar Mahmoud Hasan Mustafa.
On petroleum, the Panel found that senior officials and armed group-linked figures — Ibrahim Al Dabiba and Saddam Haftar — exerted control over the National Oil Corporation, Libya's state-owned oil company, to enable large-scale illicit oil exports.
The Panel recommended the Committee consider designating people and entities found to have violated the arms embargo or supported illicit oil networks, and to consider designating vessels that illicitly exported refined petroleum. The Panel also recommended updating the existing sanctions list entries for Quren Salih Quren Al Qadhafi and Hannibal Muammar Qadhafi.
