Ukraine has issued Decree 123/2026, which adds 9 Russian athletes and the President of the International Chess Federation to its sanctions list – press release. They are:

  • Arkady Dvorkovich, president of the International Chess Federation.
  • Wrestlers, Yevgeny Baydusov and Imam Ganishov and boxer, Fedor Chudinov.
  • Vladislav Larin and Maksim Khramtsov, taekwondo competitors, and judoka, Madina Taimazova.
  • Svetlana Dashanimaeva, an archer, sabre fencer Yana Egoryan, and gymnast Angelina Melnikova.

All are now subject to asset freezing measures in Ukraine. Ukraine said the athletes visited Russian-occupied territories in Ukraine, have publicly justified Russia’s actions, have raised funds for Russia and have held events for Ukrainian children. The sanctions package was formed after a petition from a member of the Ukrainian Olympic team.

Ukraine imposes sanctions through its Sanctions Law, after a decision by the National Security and Defence Council. Article 5 of the Sanctions law says proposals to impose sanctions may be submitted to the Council by the Ukrainian Parliament, President, Cabinet, National Bank, or Security Service.
