The sanctions package was formed after a petition from a member of the Ukrainian Olympic team.
Ukraine imposes sanctions through its Sanctions Law, after a decision by the National Security and Defence Council. Article 5 of the Sanctions law says proposals to impose sanctions may be submitted to the Council by the Ukrainian Parliament, President, Cabinet, National Bank, or Security Service.
