Japan updates carbon dioxide export control procedures

baona/Shutterstock.comJapan’s Ministry of Economy, Trade and Industry has issued three amendments and the Agency for Natural Resources and Energy issued one guideline concerning Japan’s export control measures.
- The first amending order establishes that exports of carbon dioxide-containing gas for subsea geological disposal require approval under the Export Trade Control Order. Applications must include confirmation certificates and supporting documentation.
- The second order revises conditions for export approvals of goods listed in Annex Table 2, clarifying treaty-based restrictions and adding explanatory notes for items subject to international agreements, including marine pollution prevention treaties.
- The third order updates the list of treaty parties and obligations relevant to export and import controls, reflecting current international commitments.
- The guideline document sets out the procedure for issuing confirmation certificates. Applications require contracts, implementation plans, gas composition details, and evidence of permits. Certificates are issued upon meeting criteria related to gas composition and compliance with the London Convention and bilateral agreements.
