Canada has removed Hay’at Tahrir al-Sham from its list of Terrorist Entities under the Canadian Criminal Code and has removed Syria from its List of Foreign State Supporters of Terrorism under the State Immunity Actpress release. Canada proscribed HTS in 2013. Removal from the list of terrorist entities means HTS is no longer subject to the criminal prohibitions under the Canadian Criminal Code that apply to listed entities, such as restrictions on fundraising, financing, and participation in activities related to the group. HTS still remains subject to sanctions in Canada as it is still included on the UN’s Al-Qaida sanctions list established under Resolution 2253 (2015).

225 people and 56 entities are sanctioned by Canada under the Special Economic Measures (Syria) Regulations.  These sanctions include senior officials of the former Assad regime and close associates and family members of Assad. The UN delisted Syria’s President Al-Sharaa in November 2025.
