Ukraine aligns with EU 19th Russia sanctions package and imposes Arctic-extraction related sanctions

Ukraine has issued two Presidential Decrees, one synchronising Ukraine’s sanctions regime with the EU’s 19th Russia sanctions package, and another imposing autonomous sanctions on Russian individuals and entities involved in extracting Arctic resources – press release.
- Decree No. 820/2025 imposes sanctions against the 14 people and 57 entities sanctioned by the EU in its 19th Russian sanctions package. This includes people/entities in Rusia’s military and crypto sectors, those said to be responsible for forcibly re-educating Ukrainian children, and companies that purchase Russian-origin crude oil.
- Ukraine has also imposed autonomous sanctions against 18 people and 36 entities involved in extracting and exporting Arctic energy resources, developing and manufacturing military engineering equipment, industrial research, geological exploration, and mineral resource development, and exporting Russian coal via maritime routes using intermediaries – Decree No. 819/2025.
Ukraine has a policy of synchronising (ie aligning) its sanctions packages with other states. In 2025, Ukraine has synchronised 12 sanctions packages, including with the UK, and Japan. See our Ukraine page for more information on its Russia sanctions regime.
