Japan implements UNSC Haiti sanctions

Japan has added Dimitri Herard and Kempes Sanon to its sanctions list following their designation by the UNSC in October 2025. The UNSC designated Mr Herard and Mr Sanon for their engagement in actions that threaten the peace, security and stability of Haiti. They have now been included on Japan’s sanctions list established under the Foreign Exchange and Foreign Trade Act 1949. For more information on how Japan implements UN sanctions, see our Japan pages.
