OFAC has granted Trinidad and Tobago a sanctions license to pursue negotiations related to a gas field development project in Venezuelan waters, according to the Trinidadian Attorney General.

The license permits US employees, contractors and service providers acting for or on behalf of the Government of Trinidad and Tobago, the National Gas Company of Trinidad and Tobago, Shell, Futura PLC Ltd, and their subsidiaries to enter transactions which are ordinarily incident and necessary to negotiations with the Venezuelan Government related to the Dragon Gas project for 6 months.

The US had previously revoked licenses for the Dragon Gas project in April 2025. On 30 September 2025, The Prime Minister of Trinidad & Tobago held a meeting with US Secretary of State Marco Rubio, who expressed US support for the Dragon Gas project as long as it did not provide a "significant benefit" to the Maduro government in Venezuela.
