Norway amends Iran regulations

Norway has amended its Iran sanctions regulations. Norway implements UN sanctions and aligns itself with EU sanctions against Iran. These new regulations amend Regulation No. 149 of 9 February 2007.
The amendments consolidate Norway’s implementation of the EU’s sanctions on Iran and repeals and replaces previous provisions implementing EU sanctions on Iran (Article 8 of the amended regulation). Articles 1-3 of the amended regulation now implement 3 EU Council regulations, annexed in full with necessary adaptations for Norwegian law:
- Council Regulation (EU) No 359/2011 – restrictive measures addressing alleged human rights violations in Iran
- Council Regulation (EU) No 267/2012 – restrictive measures relating to nuclear proliferation and
- Council Regulation (EU) 2023/1529 – restrictive measures in response to Iran’s military support for Russia and for armed groups in the Middle East and Red Sea region.
Article 4 of the amended regulation also includes prohibitions on the export, sale, transfer, provision of technical assistance, or financing of defence-related items (List I) and dual-use goods (List II) to Iran, directly or indirectly, by Norwegian persons, from Norwegian territory, or using Norwegian vessels/aircraft. A corresponding import ban applies for such goods from Iran.
