US reissues Syria Tri-Seal Advisory and amends Syria designationssharpner/Shutterstock.com

The US has reissued its  Tri-Seal Advisory on Sanctions and Export Controls Relief for Syria and amended its Syria designations following the repeal of the Caesar Act on 18 December.

The US Tri-Seal Advisory was first issued on 11 November 2025, when the Caesar Civilian Protection Act 2019 had not been repealed but had been waived by the US Secretary of State. The updated version, released 23 December 2025, outlines US measures to ease sanctions on Syria and now includes a reference to the repeal of the Caesar Act. For details on the other measures, the descriptions of which have not changed, see the Tri-Seal Advisory and our previous coverage.

OFAC has also amended the designations of 16 people and companies which had been simultaneously listed under the Caesar Act and the PAARSSR regime (the new US Syria sanctions regime). The amendments remove references to the Caesar Act; those designated remain subject to US sanctions under EO 13894.
