The US has added 6 people and 4 entities to its Iran and non-proliferation sanctions list. It removed 1 person from the Russia sanctions list and 3 others from the cyber sanctions list.

Iran & non-proliferation sanctions

The US designated Jose Jesus Urdaneta Gonzalez and Empresa Aeronautica Nacional SA on the Iran sanctions list under EO 13949, which provides for sanctions on those said to have helped supply conventional arms to Iran. Mr Gonzalez is a Venezuelan national said to be connected to Empresa Aeronautica Nacional SA, a Venezuelan aerospace company said to have contributed to Iran’s UAV trade with Venezuela.

The US designated the other targets on the non-proliferation sanctions list under the Weapons of Mass Destruction Proliferators Sanctions Regulations (31 CFR part 544) and  EO 13382:

  • Bahram Rezaei was sanctioned for serving as managing director of Fanavari Electro Moj Mobin Company, which was designated today because it is said to be majority owned by a US-sanctioned Iranian holding company.
  • Mr Rezaei’s company Kavoshgaran Asman Moj Ghadir Company, along with its directors Mehdi Ghaffari and Erfan Qaysari, were sanctioned for being connected to Mr Rezaei.
  • Mostafa Rostami Sani was sanctioned because he is said to have procured chemicals for Iranian weapons development. The US also sanctioned Pardisan Rezvan Shargh International Private Joint Stock Company and its managing director Reza Zarepour Taraghi for their links to Mr Sani.

Delistings

The US removed Alexandra Yurevna Buriko from the Russia sanctions list. Ms Buriko is the former Chief Financial Officer of Sberbank. She is not sanctioned in any other jurisdictions and the US did not provide a reason for her delisting.

The US also removed Sara Aleksandra Fayssal Hamou, Andrea Nicola Constantino Hermes Gambazzi, and Merom Harpaz from the Cyber sanctions list established by EO 13694 and EO 13575. They were designated in 2024 because they were said to be connected to the Intellexa Consortium, which is alleged to develop and export surveillance technology for authoritarian regimes. They are not sanctioned by any other countries and the US did not provide reasons for their delisting.
