The UK Office of Financial Sanctions Implementation has issued general licence INT/2025/7628424 (publication notice) which authorises 5 Iranian entities sanctioned under the Iran (Sanctions) (Nuclear) (EU Exit) Regulations 2019 to make payments for:

  • Remuneration, allowances and contractual/statutory redundancy payments to UK employees and directors.
  • Pensions for UK employees and directors.
  • Fees and other costs related to IT services.
  • Fees and costs related to accountancy services for the designated person’s operations in the UK.

The Iranian entities are:

  • Bank Melli; including Melli Bank PLC
  • Bank Sederat Iran
  • Bank Tejarat
  • Persia International Bank plc
  • Iran Insurance Company

Users of the GL must report any payments made during a calendar month to OFSI within 14 days after the end of that month. Users and other persons or relevant UK institutions are under a record keeping requirement. The licence expires at 23.59 (UK time) on 22 April 2026. All UK GLs are on our UK Licensing page.
