Poland adds 5 in steel trade to autonomous sanctions list for exports to Russia

Poland has added 2 companies and 3 people to its autonomous sanctions list under the 2022 National Sanctions Act. Full statements of reasons are in Polish.
The companies are:
SteelTrade and OMNI are both Polish steel suppliers. They are said to have exported steel and cast-iron products to Russia in breach of EU sanctions and export controls. The National Revenue Administration (KAS), Poland’s national competent authority, said there was a presumption that the materials sent to Russia are being used in Russia’s arms industry. SteelTrade and OMNI are now subject to asset freezes, transaction bans, and are excluded from participating in Poland’s public procurement process.
The 3 people are said to be shareholders of SteelTrade and OMNI. They are:
- Andrei Mikhailovich Karpovich – a Russian and Belarussian citizen said to be president of OMNI’s management board. He is also said to be a shareholder of, and hold board positions on, Russian metal companies.
- Veronika Ivanovna Pental – a Belarussian citizen said to be a member of SteelTrade’s board.
- Vladimir Leshchuk – a Belarussian citizen said to be the beneficial owner of SteelTrade. He is also said to be a shareholder of, and hold board positions on, Russian metal companies.
They are now subject to asset freezes, transaction and travel bans, and are excluded from participating in Poland’s public procurement process.
None of those designated have been sanctioned by the EU. Poland imposes autonomous sanctions in addition to EU measures where people or entities pose a threat to national security or support hostile regimes. For more information on Polish sanctions legislation, see our Poland page.
