The Japanese Ministry of Economy, Trade & Industry (METI) has launched a consultation on its amended export control legislation, which will come into force on 3 October 2025. Responses by 3 October 2025.

The Export Trade Control Order specify the goods & technologies controlled under Japan’s Foreign Exchange and Foreign Trade Act 1949. The amendments make the export from Japan of certain general-purpose goods/technologies subject to approval by METI if there is a risk that they will be used for the development of conventional weapons. A summary of the legislative changes is included on the METI form. Consultations have also been launched on the partial revision of the Export Approval for Chemical Substances (responses by 2 October 2025), and on a partial revision of items subject to import controls (responses by 6 October 2025).
